Rajesh Mapuskar's *Lootere* attempts to marry the police procedural with romantic melodrama, a pairing that could work in theory but stumbles significantly in execution. The premise—a cop protecting a witness while love inevitably blooms—is hardly original; we've seen this dance before in everything from *Khoon Bhari Maang* to *Raees*, where the tension between duty and desire supposedly adds emotional heft. Here, however, the romance feels obligatory rather than earned. The film spends considerable time establishing the forced proximity and manufactured chemistry, but the screenplay lacks the nuance to make us genuinely invested in why these two people would risk everything for each other beyond the mechanics of the plot requiring it. Varun Dhawan's cop is serviceable—he has the physical presence for action sequences—but he's asked to carry emotional depth he doesn't quite possess, while his counterpart struggles to transcend the one-dimensional "witness in peril" archetype.
Where *Lootere* gains traction is in its second half, when the cat-and-mouse game with Sikander (a competently menacing antagonist) escalates into genuinely tense set pieces. Mapuskar demonstrates some flair for kinetic action, and there are moments where the pursuit sequences generate real momentum.
